On March 11th, China’s Ministry of Education (CEM) issued the No. 54 Approval Letter, demonstrating a validation ofJiangnan University Charterafter rounds of CEM’s reviews.
University Charter, required by national laws and CEM’s regulations, is regarded as a breakthrough point to promote the idea of “Managing Universities by Law” and the reform of university management system. Jiangnan University (JU) had been making great efforts to work out its university charter. A couple of working teams were organized, including a guiding panel with JU chancellor and JU president in charge and including other JU leaderships, an expert consultation panel, a working panel and a secretariat. Through study of relevant clauses of China Constitution and other laws, research of representative university charters at home and abroad and summing up of JU’s present regulations, it was completed after a 4-stage procedure, namely, researching and drafting, advice-collecting, revising and reviewing, and reporting.
It is a work based on legitimacy, democracy, wisdom-pooling and consensus-approaching.
Jiangnan University Charter,with 9200 words in total, consists of the preface and the main body. The preface is mainly about JU’s historical stretch, school-running ideas, strategies, etc., while the main body elaborates the approaches with 69 clauses in 10 charters.
To be published in public, it has laid a solid foundation to construct Jiangnan University by law and with the concept of in combination of modern university management and China’s characteristics.
