【From the website of the Ministry of Education, Feb. 25】In recent years, adhering to the goal of “Standardized Management, Adequate Support, Service Orientation and Security Ensuring ”, JU has taken strong efforts to further develop a “sensible, intelligent and secure campus” by creating an innovative security service mode, in order to solve various tough problems and continuously strengthen the foundation of a secure campus .
First and foremost, JU focuses on top-level design and concept-orientation.
Through years of development, JU brings out a security management goal of “Informationizing Security Protection methods , Standardizing Security Service,Professionalizing security team and ModernizingSafetyFacilities”, and works out a ITM development mode which means “Guidance with Security Awareness, Support with Science and Technology and Guarantee with Management”, forming a modern security system called “Synergy of Six-party” which is guided by the leading concept of “Prevention Through Consciousness and System”, based on the concept of “Prevention in Community and by Manpower”, supported by the concept of “Prevention with Facilities and Technology”. Therefore, JU has laid a solid foundation for the scientific and sustainable development of campus security management.
Second, JU concentrates oninnovationand improvement of the working mechanism.
JU has integrated such departments as SecurityOffice, Campus Clinic, Logistics Management Department and Information center to create a logistics coordination system which features a run mode of “One-stop Service, Coordinated Process, Integration Operation and Overall Management”, realizing a change from a mode of decentralized service to a pattern with a “Full-scale System, ComprehensiveLogistics, All-sidedService, All-round Safeguard and Reliable Protection." Moreover, JU has been active in searching for a better security and protection working mechanism, which is characterized by “massive prevention and massive treatment; joint defense and joint action”, and has exerted efforts on constructing and perfecting the security management working platform dubbed “one station and two associations”--police station on campus, Cross-university Security-governing Association, and Student Peace Envoy Association. Besides, by cooperating with some administrative departments including public security, traffic administration, city management, industry and commerce, education, sanitation as well as with contributions from the vast majority of students, JU is continuously enhancing the prevention and control system of campus, while promoting the comprehensive treatment for the security of campus in an overall manner.
Third, JU makes efforts to intensify its security system with technology.
In recent years, thanks to great efforts made to build a digitized secure campus, a modern security system of JU has taken an initial shape. The system, dubbed as “1+3+N+M”, includes a portal (the digitized secure campus), three platforms (emergency commanding management platform, publicity and education platform and service management platform) , several systems (video surveillance management system, patrol intercom system, warning message management system, fire control facilities management system, fire alarm information system, vehicle in and out management system, traffic speed measuring system, electronic access control management system, etc.) and someMTs (MobileTerminal). At present, JU has installed over 50 sets of electronic entrance guard management system as well as 9 traffic speed traps, and notably, with more than 3000 surveillance cameras, JU has realized a complete coverage of campus monitoring, including the main public areas, the important places and some key spots.
Furthermore, JU lays emphasis on popularizing security awareness.
By introducing a college student security education and testing platform, JU throws the students rounds of extensive security education campaigns through the internet with an all-around coverage and effectiveness. JU has established a faculty team for security education (including some scholars in related fields, administrators from security-service providers staff from JU’sSecurityOffice), and compiled a textbook--Security Knowledge for College Students.To make the training more attractive and targeted, the faculty team members uses a special teaching pattern featuring collective lesson preparation, standard teaching templates and characteristic teaching content. To make the safety education more acceptable, JU compiledbrochures likeCampus Security Comicwhich educates the students in a relaxed and hilarious way. In order to guide and regulate the security education, JU stipulated aMeasures for the Management of College Student Security Educationand intensifies the publicity of security education for forefront and migrant workers.
Last but not the least, JU promotes the work style and service level.
JU, by making full use of occasions such as teacher redeployment, student graduation, job fairs, etc. takes the initiative to introduce high-quality talents majoring in computer science and law. By means of activities as safety management training, mutual assistance between staffs, Quality Service Month competitions and the creation of Civilization Windows, JU strives to promote the professional quality andconsciousnessofresponsibilityof the security management group. All members and units of the system, from security administrative departments, offices to staff concerned, have signed the Letters of Responsibility for Term of Service. In this way, everyone takes his responsibilities, work process gets smooth. Also, the whole system is operating in such a state: The regulations get well implemented; the duty and obligations are displayed on the office wall; the system realizes managing staff by advanced regulations and managing business through sound work process. In the mean time, JU actively advocates a security management culture naming “Sincerity, Standard, Coordination and Uprightness”, practicing the moto of “Love Teachers, Love Students and Love JU” and making more efforts to strengthen the efficiency and cohesion of the security management team.
