On Oct. 19, The 2ndForum & International Symposium on Food Safety Law (FISFSL)was convened at the International Academic Report Room of Wenhao Hall at Jianngnan University (JU), which attracted the attendance of about 110 experts, scholars and officials from institutions and local governments in China, Canada, Korea and Taiwan, including Director Li Wenge from the Standing Committee of the National People’s Congress, Director Luo Jie from the Department of Policies and Laws of State Food and Drug Administration, Vice Mayor of Wuxi City Zhao Zhixin, Chairman Yuan Jinbiao from Wuxi Law Society, and JU Vice Chancellor Zhou Xiaopu.
At the opening ceremony of this gathering chaired by Dean Cai Yongmin of JU’s School of law, Vice Chancellor Zhou gave a warm speech, saying that JU, by its disciplinary strength of the key lab and research fruits especially in food safety laws, has provided a lot of advisory services for policy making of the national and local governments. He looked forward to strengthening the food safety law research in a wider range with endeavors of all parties concerned.
Vice Mayor Zhao subsequently said in a speech that the forum, focusing on “Legal Guarantee for Food Safety”, was a targeted approach for an increasing food safety concern.
Director Ruo also addressed the meaning in the very period of revising China’s food safety laws. He sincerely wished that JU, on the basis of the successful hosting the 1stFISFSL, would give a full play to its prestigious food science discipline to provide more valuable advice with joint efforts of various other institutions.
The forum had four units including Keynote Speech, Comparative Studies of Food Safety Laws, Legal Institutional Construction of Food Safety Laws, and Practice of Food Safety Laws. Reports and heated discussions on the hotspot issues in the related areas were conducted by twenty-plus experts such as Dr. Sherry Martin from University of Toronto, Prof. Sana Ho from Seoul National University, Lawyer Yang Weiting from Taiwan and scholars from Tongji University, East China University of Political Science and Law, Anhui University and China Institute of Metrology, etc. They have brought up lots of feasible suggestions on conceptual innovation, institutional design and legal practice to meet the demand of the State Council’s “establishing the strictest legal institutions for Food and Drug Safety supervision”.
Also at the forum, the experts demonstrated the situation of food safety control and reviewed the development of the China’s food safety laws and the loopholes of the concerning areas of the food safety supervision, and proposed practical plans to improve food supervision system such as classification and integration of the supervision authorities, improvement of the quality tracing system, supervision of the online-purchasing food, changes of administrative law enforcement, and regulations on health care products and highly-processed foods.
Later at the closing ceremony presided over by Deputy Dean Lei Yude from JU’s School of Law, Prof. Xu Liqing, Director of Jiangsu Province Food Safety Research Centre, said that it is a fruitful meeting at which constructive and creative suggestions from academics and professionals were put forwarded for the decision-making of the amendments of China’s Food Safety laws.
